History

The Government partnered with the Urban Renewal Authority (“URA”) to launch the “Lift Modernisation Subsidy Scheme” (“LIMSS”) which helps owners to modernise or replace aged lifts of their buildings. Residents living in building served by a single lift or by one lift per floor may face difficulties during lift suspension period. In order to alleviate the difficulties of the needy residents, URA has appointed Tung Wah Group of Hospitals as the project manager to manage and co-ordinate a series of outreach social services. URA also appointed The Evangelical Lutheran Church of Hong Kong and St. James’ Settlement as service operators to provide the outreach and supportive services in different service areas.

Project Period

The Provision of Outreach Social Services - From December 2022 to November 2025

Basic Eligibility Criteria


  • The building in application for LIMSS which lift service is being or will soon be suspended; and
  • The building is either served by a single lift or by one lift per floor; and
  • The applicant encounters difficulties in walking up or down the stairs; and
  • The applicant is aged 60 or above OR is a person with disabilities; and
  • The applicant is lacking in support of family, other carers or community services.
